The Maungdaw District Muslim Affairs Council has today, October 25, issued a strong condemnation of the ongoing abductions, torture, and killings of civilians by the militant terrorist groups ARSA and RSO operating in Arakan State.

The statement sharply denounces the actions of ARSA and RSO as direct threats to regional peace, stability, and the rule of law.


It highlights that since the United League of Arakan/Arakan Army (ULA/AA) liberated and began administering Maungdaw District, local conditions have significantly improved in terms of peace and stability.


Muslim residents now enjoy greater freedoms in religious practice, education, healthcare, and travel. They have been granted opportunities to serve in government departments and to form Muslim elder councils (Juri committees) to manage religious and cultural affairs—developments the Council describes as cause for joy among local people.


These positive changes have fostered social harmony between Rakhine and Muslim communities, enabling peaceful coexistence.

Yet, at a time when regional stability is being achieved, ARSA and RSO continue to frequently abduct, torture, and murder innocent civilians, posing a clear threat to the rule of law, the Council emphasized.


It also expressed deep regret over certain foreign organizations, such as Fortify Rights, which ignore the voices of local communities living in peace and instead amplify false narratives spread by terrorist groups, thereby fueling division.


Such actions, the statement warns, breed distrust and tension between Muslim and Rakhine ethnic groups and severely undermine the growing social harmony.
