On October 15, 2026, Chinese Foreign Ministry Special Envoy for Asian Affairs Deng Xijun delivered a video address at the opening ceremony marking the 11th anniversary of Myanmar’s Nationwide Ceasefire Agreement (NCA).

In his speech, Deng reaffirmed China’s support for Myanmar’s peace process and expressed hope that the Myanmar government and ethnic armed organizations (EAOs) would implement their respective ceasefire agreements, seek higher levels of autonomy for ethnic minorities, and find appropriate solutions through dialogue. His remarks indicate that China continues to view negotiations and political arrangements for ethnic minorities as important elements in addressing Myanmar’s long-running conflicts.

Deng highlighted China’s role in facilitating peace talks in Kunming in response to requests from relevant parties in Myanmar. He stated that these efforts had helped secure ceasefire agreements between the Myanmar military and ethnic armed organizations, contributing to the easing of tensions and greater stability in northern Myanmar.

He also welcomed recent discussions between the Myanmar government and EAOs, urging both sides to implement their ceasefire commitments and build mutual trust. By emphasizing higher levels of autonomy for ethnic minorities, Deng pointed to a political approach that goes beyond temporary ceasefires and seeks negotiated arrangements to address ethnic conflicts. However, his speech did not specify what form such autonomy should take or how it should be implemented.

China’s emphasis on autonomy is significant because Myanmar’s ethnic conflicts involve longstanding demands for political recognition, self-administration, and control over local affairs. Deng called on all relevant parties to maintain their commitment to ceasefires and peace negotiations, resolve differences through dialogue, and work toward lasting peace and stability.

At the same time, he reaffirmed Beijing’s willingness to continue playing a constructive role in Myanmar’s peace process. China also linked peace and stability to economic development, particularly the implementation of major projects under the China–Myanmar Economic Corridor and broader Belt and Road cooperation. These priorities demonstrate Beijing’s interest in achieving both political stability and the conditions necessary to advance its economic cooperation with Myanmar.

Deng concluded by reiterating that China would maintain what it described as a fair position and provide necessary assistance to Myanmar’s peace process in accordance with the wishes and expectations of the relevant parties.

He urged all sides to sustain ceasefires, continue negotiations, build mutual trust, and resolve differences peacefully. His message places China in the role of a neighboring power seeking to facilitate negotiations while promoting stability and protecting its broader bilateral interests.

Chinese approaches toward Myanmar's peace are considered to be more pragmatic and balanced. Therefore, this approach of bringing higher autonomy for national minorities can contribute to lasting peace in the country.
