Arakkha Government and HDCO: Over 1,150 Civilians Killed in Two Years of Atrocities in Arakan

Marking the 77th International Human Rights Day, the Humanitarian and Development Coordination Office (HDCO) of the United League of Arakan (ULA)/Arakkha Government issued a damning statement accusing the Myanmar military junta and Islamist extremist groups of killing at least 1,152 civilians and injuring 2,153 others across Arakan (Rakhine State between 13 November 2023 and 13 November 2025. An additional 1,034 people were arbitrarily arrested during the same period.
The HDCO described the past two years as “some of the most severe human rights violations in modern history,” with ethnic Arakanese (Rakhine) civilians bearing the brunt of the violence, followed by members of Muslim, Mro, Thet, Khami, Daingnet and other minority communities.
A near-total internet and telecommunications blackout, first introduced under the previous semi-democratic government and turned into a complete blockade by the junta since late 2023, was singled out as the key enabler of impunity. The shutdown remains in force across most of Arakan, leaving civilians outside the three remaining junta-held towns — Sittwe, Kyaukphyu and Manaung — extremely vulnerable and cutting off real-time documentation of abuses.
The statement explicitly named only two parties as perpetrators:
the “illegal and illegitimate Myanmar military junta in Naypyidaw”
“extremist Islamist groups operating along the Arakan–Bangladesh border”
The HDCO said it recently published a detailed report, supported by verifiable evidence, focusing on the junta’s indiscriminate airstrikes that have caused mass civilian casualties.
Reaffirming that human rights are universal and belong to every individual regardless of ethnicity, religion or any other status, the Arakkha Government pledged to continue protecting and promoting the rights of all people living in Arakan.
It closed with a direct appeal to the international community:
“We urge the United Nations, international NGOs and global media outlets covering Arakan to report the situation fairly, balanced and impartially, relying solely on credible sources and fact-based evidence.”
The statement was released as the Arakan Army now administers roughly 80 % of Arakan’s territory, while fierce fighting persists in southern townships and along the Bangladesh border. Humanitarian and rights organisations have repeatedly demanded the immediate restoration of communications and full, unrestricted access for aid agencies.
