Arakkha Government Rejects HRW's Report, Calls It Fabricated

The United League of Arakan (ULA)-led Arakkha Government has strongly rejected and condemned the report released by Human Rights Watch (HRW) on May 18, 2026, which alleged that AA fighters killed 170 villagers in Htan Shauk Khan village, Buthidaung Township.


In response to inquiries from Narinjara News, ULA/AA spokesperson U Khaing Thu Kha said:


"We strongly condemn HRW's recent report. It is groundless, fabricated, and an unfair accusation."


He further stated that the report is a deliberate attempt to incite ethnic and religious hatred and provoke conflict.


"Some individuals and organizations, jealous of the ethnic and religious harmony achieved in Arakan under the Arakan People's Revolutionary Government, are intentionally orchestrating actions to fuel hatred and conflict," U Khaing Thu Kha said.


He warned that such actions could seriously disrupt the multi-ethnic friendship, mutual respect, and recognition that ULA/AA is trying to build.


"This could create mistrust toward the Muslim community living peacefully," he said. "It also greatly disrupts the multi-ethnic friendship, mutual respect, and recognition that we are striving to build."


Regarding the specific allegation that AA killed villagers in Htan Shauk Khan, U Khaing Thu Kha insisted that no such incident ever took place.

"We have repeatedly explained with solid evidence to journalists that no such killings happened in Htan Shauk Khan. We have accurate records of households and population, including how many people moved to which village on which day, and how many left the country," he said.


He also claimed that skeletal remains found in the area belong to junta soldiers, not civilians.


"The skeletons they are referring to are those of junta soldiers who died in combat. Some remains still have military uniforms, boots, and helmets. Certain overseas Muslim activist groups dressed some skeletons in women's clothing and took photos to falsely portray AA atrocities and damage our reputation internationally," U Khaing Thu Kha asserted.


He urged Muslim communities who wish to live peacefully to oppose those spreading baseless reports.


"Such unjust acts can increase hatred between communities and harm peaceful coexistence. We urge Muslim communities who want peace to join us in opposing those who are fabricating baseless reports," he said.


According to Narinjara News, HRW's report — titled "Skeletons and Skulls Scattered Everywhere" — alleged that the Htan Shauk Khan incident constituted a mass atrocity and a war crime. HRW stated that its findings were based on interviews with 41 witnesses, satellite imagery, video files, and expert analysis. The report also noted that ULA/AA had denied the allegations.
