This special report highlights the growing threat of radical Islamic extremist groups—specifically the Rohingya Solidarity Organization (RSO), Arakan Rohingya Salvation Army (ARSA), and Arakan Rohingya Army (ARA)—operating in northern Arakan's Maungdaw and Buthidaung townships.


Driven by extremist ideologies, these factions have targeted indigenous minorities and Hindu populations, committing grave atrocities including target killings, massacres, abductions, and sexual violence. The report exposes a critical "marriage of convenience" and a "divide-and-rule" strategy deployed by the desperate Myanmar military junta.


Facing severe defeats on the ground, the junta has actively colluded with, trained, and armed these insurgent groups to launch counter-offensives against the Arakan Army (AA) and stoke communal tensions. Furthermore, the report details how these extremist entities have established a reign of terror within refugee camps in Bangladesh, leveraging localized networks and cross-border security loopholes, which poses a severe threat to regional peace and stability. To counter this trajectory, the report concludes that regional and global stakeholders must engage directly with the ULA/AA leadership to support inclusive governance, restore stability, and implement sustainable deradicalization frameworks.
