What is the ULA’s relations with neighboring Chin political actors?
FAQ About Arakan Affairs ၊ October 16, 2026

The United League of Arakan/Arakan Army (ULA/AA) has cultivated a robust strategic partnership with key Chin political actors, primarily through its alliance with the Chin Brotherhood (CB) coalition, while also engaging in formal dialogues with the Chin People's Union (CPU) and its armed wing, the Chin People's Army (CPA).
The CPU/CPA was established on November 15, 2025, through the merger of four Chin Defense Force units: CDF–Mindat, CDF–Matupi, CDF–Kanpetlet, and the Daai Regional Council. While the Chin National Front (CNF)-led Chinland Council (CC) represents a separate political structure with its own armed wing, the Chin National Army (CNA), the ULA/AA maintains a more formal alliance with the CB and CPU/CPA aligned with the Interim Chin National Consultative Council (ICNCC) rather than the CNF-led CC.
The ULA/AA's military control over Paletwa secured in January 2024, has been pivotal in facilitating direct interaction with Chin resistance forces across these different political alignments. The ULA/AA has held high-level talks with CPU/CPA leadership covering political, military, and trade cooperation, emphasizing "good neighborliness and mutual benefit" between the Chin and Arakan communities.
Regarding relations with CDF-Paletwa, while there were strained relations in the early days of the ULA/AA's expansion into southern Chin State, pragmatic cooperation has since improved. CDF-Paletwa previously expressed concerns about inter-factional bloodshed affecting unity and stated it would not interfere in ethnic or regional affairs beyond fighting the military junta.
Besides, by December 2025, ULA/AA demonstrated tangible goodwill gestures, providing CDF-Paletwa with Christmas gifts including two bulls, 200 rice bags, and Arakanese food products, with CDF-Paletwa reciprocating with gifts to the AA. This marks a significant improvement from earlier tensions, and CDF-Paletwa now pragmatically considers cooperation with the ULA/AA.
Meanwhile, the CNF-led Chinland Council and ULA have a common enemy, terrorist Myanmar junta, which oppresses both Arakanese and Chin populations. Therefore, the overall trajectory points to deepening military-political coordination between the ULA/AA and Chin resistance factions willing to align against the common military junta enemy.
