UN Human Rights Chief Condemns Deadly Airstrike on Kyauktaw Market in Rakhine State

UN High Commissioner for Human Rights Volker Türk has condemned a deadly Myanmar military airstrike on a market in Kyauktaw Township, Rakhine State, which reportedly killed at least 50 civilians and injured dozens (60) more.


The attack reportedly took place around midday on Monday, September 28, during a busy period at the market, which contains more than 200 shops operated by members of several communities, including Rakhine, Rohingya, Hindu, Daingnet and other groups.


According to reports cited by the UN, those killed included vendors, customers, transport workers and other civilians, including women and children. At least 58 people were also reportedly injured, while the death toll is expected to rise.


The attack is among the deadliest incidents reported in Rakhine State since Myanmar's military seized power in February 2021.


“This latest attack raises serious concerns about respect for international humanitarian law with respect to the conduct of hostilities,” Türk said.

He emphasized that parties to an armed conflict are required under international humanitarian law to observe the principles of distinction, proportionality and precautions in attack, which are intended to protect civilians and civilian objects during hostilities.


The UN rights chief also highlighted the broader humanitarian and human rights situation facing civilians across Myanmar, particularly in Rakhine State.


“The strikes underline the grave plight faced by civilians across the country — but none more so than in Rakhine State,” Türk said. “For years now, Myanmar has been wracked by extreme violence, and the country’s population has been subjected to pervasive human rights violations and abuses.”


The reported attack on the Kyauktaw market comes amid continuing armed conflict in Rakhine State, where civilians have faced displacement, insecurity and restrictions on access to essential services and humanitarian assistance.


The UN has called for respect for international humanitarian law and greater protection of civilians amid Myanmar's ongoing armed conflicts.
