The condition of wild tribes and the country inhabited by them has of necessity from time to time attracted the attention, not only of the Government but also of the general i) public. Although it may be open to question whether our rule and civilization in India have been duly appreciated by dwellers on the plains and inhabitants of cities, there cannot exist a doubt that England's policy generally towards the hill tribes living on her north-east frontier from Assam to Arakan has been beneficent and successful. In tracts where butchery, slavery, misrule, and disorder reigned supreme, raiding, with its attendant traffic in captives, has been stamped out, and order and good government have been inaugurated
