In Tattaung Town, Ann Township, Arakan State, the perpetrator who committed a rape on October 11, 2026, against a mentally unwell and speech-impaired woman was arrested on October 12 by the Department of Law Enforcement and Public Security (DLEPS).
On October 11, 2026, at around 12:00 PM, the mother of a 31-year-old mentally unwell and speech-impaired woman living in Ward No. 2, Tattaung Town, Ann Township, went to a neighbor's house in the same ward to collect rice grains. When she went to call her daughter to eat, she saw her daughter entering the fence of U Toe Lwin's house.
Upon checking inside the compound, she witnessed Aung San Shwe (44 years old), living in Ward No. 3, Tattaung Town, forcibly raping her daughter beside the fence. She beat and pushed Aung San Shwe, who then fled from the scene.
Consequently, to take legal action against the perpetrator, Aung San Shwe (44), the mother filed a complaint at the local DLEPS station on October 12, 2026, at around 12:30 PM. The DLEPS station opened a case under Penal Code Section 376 with case number (P)23/2026.
Following the complaint, DLEPS interrogated the complainant/witnesses, inspected the crime scene, took photographs of the scene, drew a sketch map, and seized material evidence. Upon conducting investigations to arrest the perpetrator Aung San Shwe, it was learned that he was at the ferry terminal in Kywe Ku Taung Village across the river from Tattaung Town.
Therefore, on October 12, 2026, at around 1:00 PM, authorities went to the Kywe Ku Taung Village ferry terminal, arrested him in connection with the case, and obtained a detention remand for interrogation.
During the interrogation, the perpetrator Aung San Shwe admitted to forcibly raping the mentally unwell and speech-impaired woman. Following this confirmed confession, medical examinations were conducted on both the victim and the perpetrator by DLEPS doctors.
The clothes worn by the victim and the perpetrator during the incident were seized as evidence. Once all remaining DLEPS procedures are fully completed, the case will be prosecuted in accordance with legal advice.
